It has become increasingly common for planning authorities to ask organisations to develop a travel plan to demonstrate how they will minimise the potential traffic impact of their development.

 

Congestion of the transport network has economic costs associated with it in terms of fuel costs, time spent by staff in traffic, queues, freight costs etc. Also, these problems affect staff performance in terms of staff arriving stressed and late for work.
