Borough Market Thameslink Programme
The contractors who will demolish 7 Stoney Street have been appointed and Network Rail hope to begin works February/March 08 pending the receipt of their Section 61 notice from Southwark. In the Section 61 Notice, the preliminary programme states that a hoarding will have to be erected with a weekend/overnight track possession. The Hours of operation are proposed to be:

When the programme has been finalised we will be able to inform all stakeholders of any out of normal hours works (weekend or night works) that may be necessary.
 
The building recording and some other issues are outstanding and these need to be resolved before work starts.  One of the first issues the contractors have to determine is the presence or not of bats on site. There is potential for the start of works to be delayed should this arise. If it does, then this will impact on the construction plans to the Park Street properties, as it is planned to access them via the 7 Stoney Street worksite. The alternative, should this arise is to go through the front of the properties.
 
NR also have a The Transport and Work Act (TWA) application to compulsory purchase the Hop Exchange which has now been tabled. It should be around 6 months before the public enquiry. In terms of the Park Street and Stoney Street works, the notices to the owners and leaseholders of the properties on Park Street and Stoney Street will be issued in the next few weeks. The date NR are committing to start the first phase of these works is May 26th. A letter will shortly to go out to local residents, businesses and market stallholders alerting them to the demolition and other works due to begin shortly.
 
Thames Link Programme vehicles will utilise 7 Stoney St (and therefore part of the road between Southwark St and Park St) for vehicle access to the rear of the 1– 13 Park St properties, anticipated to be from the end of May. The 7 Stoney Street site will continue to be used as a vehicle access point until the end of 2011 for the civil build out of the project.
During the course of works until end of 2011, access along Stoney St will also be required for works to the new and existing railway structures, 5, 6, 7a and 8 Stoney St, but also 18-20 Southwark St and the new market area currently known as Three Crowns Square which lies within the section of road between Southwark Street and Park Street.
 
All works vehicles will limit their access along Stoney Street to outside of any Stoney Street ‘closure period’ if this were to be agreed to go ahead after the Public Meeting 18th February. The application for the Jubilee Market Canopy has yet to be registered, pending Southwark’s request for some further detail on transport matters. Hopefully, this will be completed in time for the Thames Festival in September.
 
To discuss transport issues an officers walkabout in advance of the Public Meeting on the 18th will be organised for next week to improve understanding of the Thames link works and transport impacts. Ward Councillors will be invited to attend. 
 
The London Bridge Programme
