Action on street drinking - Council secures Anti-social Behaviour Orders

Businesses tell Better Bankside that street drinking and aggressive begging are major problems in the area.

As a measure of last resort, Southwark Council has now secured Anti-Social Behaviour Orders (ASBOs) against four individuals who will be familiar to people who live and work in Bankside. These individuals are now prohibited from begging, street drinking, causing harrassment, aggressive begging, rough sleeping and using or carrying illegal drugs.

ASBOs are very much a last resort. They are used by the Council when all else has failed to resolve a problem of behaviour. For the most part the Council's Street Population Outreach Team (SPOT) has a responsibility for meeting street drinkers, beggars and rough sleepers to assess their problems and try to resolve them. This might typically be done by securing places in day centres and night shelters, or by Ôscripting' (getting them onto drug treatment programmes).

The team is run on Southwark's behalf by local homelessness agency St Mungo's, with support from the Council and from the Metropolitan Police Service.
